The Plan4CET project, led by the Government of Navarra, has offered free training in energy and climate planning aimed at technical and political staff. Between November 2024 and March 2025, various professionals participated in this 40-hour training programme.
The training addresses the energy transition from a comprehensive and multidimensional perspective, considering the interconnection with sectors such as mobility, housing, waste management, and climate adaptation. In this sense, the training understands energy planning not only as a tool for sustainable development, but also as a process that strengthens the competitiveness of municipalities.
For all these reasons, it is crucial that energy planning is aligned with other plans and strategies that involve the participation of local actors and intergovernmental collaboration. Thus, the Transition Manager Programme follows the structure of the guidelines of the Navarre Clean Energy Transition Strategy 2030 and 2050, which, among other things, aims to support local councils in CET (Clean Energy Transition) procedures in Navarre.
This 40-hour training programme, delivered mainly digitally over five months, covered a range of topics and areas of focus. Through the training, participants received instruction in various areas, such as the legal aspects of energy planning, both from a regional and global perspective, and the practical skills needed to develop, implement and monitor an energy plan in public administrations. In addition, the programme concluded with two face-to-face sessions in Pamplona in the form of workshops focused on the use of different tools for planning and developing PACES, thus offering participants the opportunity to apply the knowledge acquired during the programme to a practical case study.
After completing the final session of the programme in mid-March, 25 people have already received their Transition Manager certification, with this number expected to increase in the coming months, as more than 60 people enrolled in the course. Taught by Ernesto Santos Vallejo, a consultant at Olivo Energy, and with the participation of other experts from the Energy Transition sector, it was the first of its kind in Navarre, providing participants with essential knowledge to be applied at local and regional level.

The participants came mainly from the public administration and companies in Navarre. However, the training also attracted personnel from other regions such as La Rioja. Various professional categories were represented, the most common being environmental and sustainability technicians, energy transition technicians, and territorial planners and urban regeneration planners. The participation of municipal and regional political figures fostered meaningful exchange, broadening knowledge of their respective contexts and areas of action.
