Transition Manager programme tailored to local context

The Transition Manager programme is designed to develop the necessary skills for a cross-sectoral and integrated approach to the energy transition, with a strong focus on the local and regional context. It introduces innovative methodologies and best practices for defining effective strategies, measures, and actions at the local level. Special emphasis is placed on the use of data, the engagement of local stakeholders, and fostering effective multi-level collaboration.

PLAN4CER | Training Course to Become Experts in Shared Energy Management.

PLAN4CER | Corso per diventare esperti in gestione dell’energia condivisa.

PLAN4CER is a 30-hour training programme for citizens, public
administrations, NGOs and SMEs in the Province of Parma, aimed at building
skills for creating and managing Renewable Energy Communities. Developed
within the EU LIFE PLAN4CET project, the course combines online modules
and in-person workshops, providing practical tools on regulatory, technical,
managerial, participatory and financial aspects of energy communities.
The modules cover:
· European policies and the local context for climate neutrality.
· Fundamentals of Renewable Energy Communities (RECs/CERs).
· Legal formation and contractual aspects.
· Renewable technologies and installations.
· Fiscal, accounting and administrative management.
· Business planning and growth models.
· Incentives and funding tools.
· Citizen and SME engagement strategies.
· Future CER services as one-stop shops.
Final workshop using visioning & backcasting toward climate neutrality.

PLAN4CER è un corso di formazione di 30 ore dedicato a cittadini, PA, enti
del terzo settore e PMI della Provincia di Parma per acquisire competenze
sulla creazione e gestione delle Comunità Energetiche Rinnovabili. Il
percorso, sviluppato nell’ambito del progetto europeo LIFE PLAN4CET,
combina moduli online e incontri in presenza e offre strumenti pratici su
aspetti normativi, tecnici, gestionali, partecipativi e di finanziamento legati alle
CER.
I moduli affrontano:
• Politiche europee e contesto locale verso la neutralità climatica.
• Fondamenti delle Comunità Energetiche Rinnovabili (CER).
• Costituzione e aspetti contrattuali.
• Tecnologie rinnovabili e impianti.
• Gestione fiscale, contabile e amministrativa.
• Business plan e modelli di sviluppo.
• Incentivi e strumenti di finanziamento.
• Strategie di coinvolgimento di cittadini e PMI.
• Servizi futuri delle CER come “one-stop shops”.
• Laboratorio finale con metodologie di visioning & backcasting verso la

The Mentoring Programme in Italy

Plan4CET has launched a mentorship program aimed at European regions and municipalities that wish to improve their planning for the Clean Energy Transition (CET). Selected participants receive expert guidance, practical tools, and networking opportunities. This is one of three training pathways, each led by one of our pilots.

 

 

Clean Energy Governance & One-Stop Shops: Building Renewable Energy Communities

The mentoring sessions in Italy covered several key dimensions of local climate action and the clean energy transition, focusing on how municipalities can strengthen governance, improve planning tools, and support citizens through practical services.

  • The first session highlighted the role of One-Stop Shops (OSS) and Renewable Energy Communities (CER) as essential instruments to accelerate energy renovation and citizen engagement. Participants explored the integrated services offered in Parma (technical assessments, financial advice, thermographic analyses, and support for condominium decision-making) alongside the Climate Condominium Pact, which ensures quality standards for professionals. The session also showcased participatory initiatives such as LAB.T.EC workshops and the CERVILLE simulation game, used to help citizens understand how CERs function and how collective energy models can be developed.
  • The second session focused on integrated energy planning and multilevel governance. The Province of Parma presented its GIS-based solar potential mapping platform, a tool used to identify suitable roofs and areas for PV installations and to support municipal planning, PUG processes, and CER development. The Municipality of Parma shared its assessment of renewable potential (including biogas/biomethane, geothermal resources, and solar production) and explained how these analyses inform long-term strategies. The session concluded with the city’s approach to combining its PAESC with the Climate City Contract, aiming for climate neutrality by 2030, supported by a structured governance model and continuous monitoring.

 

In this pilot, participants will dive into the world of renewable energy communities, learning how One-Stop Shops (OSS) can play a key role in their development. Through practical and collaborative sessions, they will explore local governance models, planning and monitoring tools, and strategies for engaging local stakeholders. This course is especially designed for municipalities already working with SECAPs or with operational frameworks for energy communities. The goal is to empower territories to lead their own energy transition from the ground up.

Le sessioni di mentoring in Italia hanno affrontato diverse dimensioni chiave dell’azione climatica locale e della transizione energetica pulita, mostrando come i comuni possano rafforzare la governance, migliorare gli strumenti di pianificazione e supportare i cittadini con servizi concreti.

  • La prima sessione si è concentrata sul ruolo degli Sportelli Unici (OSS) e delle Comunità Energetiche Rinnovabili (CER) come leve fondamentali per accelerare la riqualificazione energetica e il coinvolgimento dei cittadini. È stata illustrata l’esperienza di Parma, che offre servizi integrati quali analisi tecniche, consulenze finanziarie, termografie e supporto nelle assemblee condominiali, insieme al Patto dei Condomini per il Clima, che garantisce standard di qualità per professionisti e imprese. Sono state inoltre presentate iniziative partecipative come i laboratori LAB.T.EC e il gioco simulativo CERVILLE, utili per far comprendere ai cittadini il funzionamento delle CER e le dinamiche dell’energia condivisa.
  • La seconda sessione ha approfondito la pianificazione energetica integrata e la governance multilivello. La Provincia di Parma ha presentato la piattaforma GIS per la mappatura del potenziale solare, uno strumento utilizzato per individuare coperture idonee al fotovoltaico e supportare i processi di pianificazione comunale, i PUG e lo sviluppo delle CER. Il Comune di Parma ha illustrato la valutazione del proprio potenziale rinnovabile (tra cui biogas/biometano, geotermia e fotovoltaico) e come tali analisi contribuiscano alle strategie di lungo periodo. La giornata si è conclusa con l’approccio integrato tra PAESC e Climate City Contract, che punta alla neutralità climatica entro il 2030, sostenuto da una governance strutturata e da un sistema di monitoraggio continuo.

Plan4CET ha avviato un programma di mentoring rivolto alle regioni e ai comuni europei che desiderano migliorare la propria pianificazione per la Transizione Energetica Pulita (CET). I partecipanti selezionati ricevono supporto da esperti, strumenti pratici e opportunità di networking. Questo percorso è uno dei tre itinerari formativi, ciascuno guidato da uno dei nostri progetti pilota.

In questo pilota, i partecipanti approfondiranno il mondo delle comunità energetiche rinnovabili, imparando come gli Sportelli Unici (OSS) possano svolgere un ruolo chiave nel loro sviluppo. Attraverso sessioni pratiche e collaborative, esploreranno modelli di governance locale, strumenti di pianificazione e monitoraggio, e strategie per coinvolgere gli attori del territorio. Il corso è pensato in particolare per i comuni che già lavorano con i SECAP o con quadri operativi per le comunità energetiche. L’obiettivo è rafforzare le capacità dei territori affinché possano guidare la propria transizione energetica dal basso.
