The portal, which has been presented in several sessions held in different parts of Navarre, shows all the information from a municipal, regional and regional perspective
The Government of Navarre has just published a new web portal, in Spanish and Basque, dedicated to showing the progress that the different municipalities of Navarre attached to the Covenant of Mayors for Climate and Energy are making in their territories. Currently there are already more than 200 municipalities in the Region of Navarra that have signed this pact. So that everyone could learn about the tool first hand, information sessions have been held with representatives of local entities in nine regions of Navarra; Tierra Estella, Comarca de Pamplona, Ribera, Zona Media, Comarca de Sangüesa, Prepirineo, Bidasoa, Mendialdea and Sakana.
The portal has a double objective: on the one hand, it aims to be a management tool for local entities and Local Action groups, where they can record the progress and actions that the town councils are carrying out to achieve their commitments in terms of mitigation and adaptation to climate change, as well as in the deployment of measures against energy poverty. On the other hand, it is a direct communication channel with citizens, through which town councils can share their progress in local climate action. In addition, all the information is provided from a municipal, sub-regional and also regional perspective, the latter two being essential when it comes to developing plans and strategies in terms of ecological transition.
Four main sections
The tool is structured in four main sections. The first of these shows the total number of municipalities adhering to the Covenant of Mayors initiative in Navarre. It is also possible to consult which of them have drawn up the PACES and approved it in a municipal plenary session. In addition, by clicking on each municipality, you can consult both the Plan and other documentation of interest.
The second section focuses on the planning phase. Specifically, it allows you to search and consult in an interactive and simple way the details of the actions that are included in your PACES. This analysis can be done at a municipal, regional (grouping) or even regional level.
The third block aims to be a window that collects the local climate action actions that the town councils are executing. These initiatives are in many cases replicable and transferable in nature, which can serve as inspiration for other Navarrese municipalities. Clicking on each of them displays a tab with the most relevant information on each action. Likewise, the tool allows you to view generic statistics on the budget execution of the measures by Strategic Line, the status of execution of each of them, or even the typology of each of the actions. The analysis is also available at a municipal, regional and regional level.
Finally, the last section shows the scope of the minimum commitments required by the Covenant of Mayors in a graphical manner.
Work will soon be done on developing a specific section related to the financing and resources available so that local entities can implement the actions planned in their Action Plans for Climate and Sustainable Energy.
This portal has been developed within the framework of the European LIFE PLAN4CET project, led by the Energy Transition Service of the Department of Industry and Ecological and Digital Business Transition, and in which the public company NASUVINSA (Navarra de Suelo y Vivienda SA) and the City Council of Pamplona / Iruña also participate, as well as international partners.
For its part, the Department of Rural Development and Environment is the coordinator of the Covenant of Mayors in Navarra. Through the LIFE NAdapta project, it offers technical, methodological and economic support to the municipalities. This support includes coordination, exchange of experiences and good practices, visits to inspiring actions and training for municipal leaders in adaptation to climate change, mitigation and energy poverty. At this time, there are 210 municipalities in the Autonomous Community that have signed up to this initiative, of which 159 have already prepared and approved in plenary session their Climate and Energy Action Plan (SECAP).
