Harmonisation of the regional and local SECPs to facilitate to reach the regional goals.
1_ Workshops for regional and local officials in the Region to harmonize the regional and local plans and actions.
2_ Workshops on best practices exchange regarding energy transition planning and actions to be implemented.
3_ Facilitation of collaboration between various regional actors for e.g. district heating providers and electricity producers and distributors, for a better CET Governance
Support to municipalities in collaboration with the officials/politicians, by setting a structure in the organisation to secure commitment from all parts of the organisation and local stakeholders.
1_Elaboration of new SECAPs in 4 municipalities, which lack a plan today.
Implementation of different capacity building activities to policy makers, technicians in the municipalities, citizens and other relevant stakeholders to improve the quality of the SECAPs.
1_ Workshops for municipality officials and/or political staff to secure that all municipal actions together will facilitate to reach the regional goals.
2_ Training sessions to technical staff on how to improve the energy performance and energy efficiency actions.
3_ Citizenship fora workshops on specific topics, regarding e.g. individual presumption of electricity or energy efficiency actions.
1_ Improvement of the existing local valid SECAPs, which have a valid strategy today, will be evaluated and supported to improve their next plan.
2_ One to one technical assistances, where ESS hand advice to one single municipality based on their prerequisites and needs.
3_ Development of a guide based on learnings from the project. It advices the municipalities on how to monitor Clean Energy Transition.
CAPACITY BUILDING
Plan4CET developed a common training programme structured around three complementary pathways: Transition Expert, Transition Manager an Zero Carbon Communities Manager.
Each pilot implemented the programme through training activities tailored to its specific needs and context.

MENTORING PROGRAMME
Plan4CET launched a mentorship program aimed at European regions and municipalities that wish to improve their planning for the Clean Energy Transition (CET). Selected participants received expert guidance, practical tools, and networking opportunities.

OTHER REGIONAL ACTIVITIES
In addition to the main training and mentoring programmes, organized several capacity-building events.
The TOOLBOX includes webinars on local energy planning for the expansion of photovoltaic installations, Investment strategies and quality assurance in procurement, and EU directives, workshops and experience sharing.

Five ‘Common Grounds’ webinars between November 2024 and February 2025 to deepen the latest policies and tools at European level to drive the clean energy transition. The webinars are aimed at staff from local and regional administrations, as well as private actors from the business sector or other organisations wishing to deepen their knowledge on specific aspects of the energy transition.
The preparation for the 40 hours training programme for transition managers have been going on since the spring of -24. We opened the window for registration in august. The interest have been significant. The first session of the programme was organised on 19th September. 42 Particiapnts took part of this online introduction. The topics during the two hours session included a discussion on the opportunities a SECAP may entail for a municipality, a historical background on energy planning in Sweden and a presentation on the importance of a structured way to develop a SECAP.
19 september startar Energikontor Syd upp sin utbildning i Energi- och klimatplanering för kommuner och regioner. Utbildningens syfte är att höja kunskapen i offentlig sektor för att bättre kunna möta utmaningarna som följer av samhällets elektrifiering och klimatomställningen. Söktrycket har varit så stort att en andra utbildningsomgång redan planeras.

En las sesiones se ha mostrado el nuevo portal web del Pacto de las Alcaldías y se ha realizado un ejemplo de registro de una actuación a través del formulario. Posteriormente se ha compartido un video tutorial con todo el contenido de la sesión y las instrucciones a seguir para realizar el reporte de actuaciones de los PACES por parte de los municipios.
