The Government of Navarra has developed the Covenant of Mayors Management Portal (https://pactoalcaldias.navarra.es/es/ ), a strategic tool that enhances multilevel coordination and positions the region as a European benchmark in local climate action.
The platform, designed and launched by Nasuvinsa-Lursarea —the entity supporting coordination of the Covenant of Mayors for Climate & Energy in Navarra— serves 229 public entities adhering to the initiative (83.1% of municipalities and 91.7% of the population). Its objective is to facilitate the planning, implementation, monitoring and financing of Sustainable Energy and Climate Action Plans (SECAPs), addressing climate change mitigation, adaptation and the fight against energy poverty.
A comprehensive management and monitoring tool
The portal enables local authorities to:
- Register and monitor the actions included in their SECAPs.
- Assess the level of compliance with their commitments.
- Access detailed information at municipal, supra-municipal and regional levels.
- Visualise data on budget execution, types of measures implemented and associated impacts —particularly in terms of reduced energy consumption and emissions.
It also serves as a transparency and communication channel with citizens, clearly showcasing progress in the ecological transition across territories. The tool complements the Covenant’s official reporting platform, allowing data exports in formats compatible with European requirements.
Access to funding and technical support
Recognising that limited financial resources are one of the main barriers to local climate action, the portal includes a dedicated funding section compiling regional and national calls relevant to SECAP implementation.
This service is reinforced by technical support from the Nasuvinsa-Lursarea team, which advises municipalities on adapting projects to meet the requirements of different funding schemes, thereby increasing their chances of success.
New section: Best Practices
As a key new feature, the portal incorporates a Best Practices section, conceived as a dynamic repository of initiatives developed by Navarrese municipalities adhering to the Covenant. This space helps identify inspiring, replicable and scalable projects in areas such as energy efficiency, sustainable mobility, climate adaptation and the fight against energy poverty.
The section not only facilitates access to successful experiences, but also encourages direct contact between municipalities to exchange knowledge and generate synergies. In addition, the portal allows users to propose further best practices they are aware of. Following a technical validation process, these initiatives are published in the corresponding section.
In this way, the portal evolves from a monitoring tool into an active and lasting community of continuous exchange, fostering ongoing improvement and strengthening long-term cooperation.
A project with European backing
Since its launch, the portal has received financial support from LIFE Plan4CET, through strategic climate transition projects, as well as funding from the Government of Navarra. The investment, close to €500,000, has strengthened technical assistance and human resources dedicated to the development and implementation of SECAPs.
Ultimately, the Covenant of Mayors Management Portal in Navarra is not merely a technological platform, but a comprehensive support system for municipalities on their path towards a fair, coordinated and knowledge-based ecological transition.
