On April 10th, the participatory process began to define and develop actions under the framework of the Valdizarbe-Novenera SECAP (Sustainable Energy and Climate Action Plan). This pilot project includes the participation of the municipalities of Mendigorria, Puente la Reina/Gares, Obanos, and Artajona/Artaxoa, along with technical assistance provided by the companies Artelan and Trilumak.
The meeting took place in Mendigorria and gathered staff from Nasuvinsa, the Energy Transition Service of the Government of Navarre, the Zona Media Consortium, the contracted technical support teams, the involved local authorities, and the existing energy communities in the participating municipalities.
This pilot project, promoted by Nasuvinsa and the Government of Navarre, is part of the European Plan4CET project. Its aim is to make the SECAP of Valdizarbe-Novenera more accessible and to prioritize the actions to be carried out over the coming year. To this end, participatory workshops will be held where local authorities, energy communities, and citizens can learn more about the actions outlined in the SECAP and select the ones to prioritize in the short term.
The participatory process will consist of 10 sessions: 8 local sessions; two in each of the four participating municipalities, two sessions at the regional level, and one final feedback session. In this final session, supra-municipal stakeholders will be involved to explore possible funding opportunities to support the implementation of the prioritized actions from the earlier sessions.
Supporting the institutionalization of Clean Energy Transition (CET) governance, planning it in an integrated and cross-sectoral way, and providing training and specialized support to municipalities and regions are some of the goals pursued by the Plan4CET project through its three regional pilots in Navarre, Skåne (Sweden), and Emilia Romagna (Italy).
This project is led by the Government of Navarre and includes Nasuvinsa and the City Council of Pamplona as Navarrese partners.
