On 24 February, an online technical session was held with 160 registered participants to learn about the legal framework and real experiences in Spain regarding the transfer of energy savings generated by the public sector, within the context of the CAE system. The session was specifically aimed at municipal technical staff, provincial councils, and public entities interested in understanding the different available pathways to manage and, where appropriate, transfer energy savings with legal certainty.
The Ministry for the Ecological Transition and the Demographic Challenge (MITERD) participated, together with two of the first public entities that have already established procedures for transferring energy savings, including the City Council of Pamplona. The event provided a clear, practical, and replicable overview for municipalities, provincial councils, and public bodies.
The programme included the participation of Mar Blázquez, Deputy Director General for Energy Efficiency and Energy Access at MITERD, who presented the “Guide for the Transfer of Energy Savings in the Public Sector”, whose objectives are:
- Clarify key concepts
- Facilitate understanding of the regulatory framework
- Identify the nature of energy savings
- Provide practical recommendations
- Promote greater participation of the public sector in the CAES system
Carlos Fernández Tobías, from the Pamplona Municipal Energy Agency, presented the City Council of Pamplona’s procedure for transferring energy savings, sharing both successes and challenges encountered during implementation.
Finally, José Luis García Murillo, from the Climate Change Service of the Valencia Provincial Council, presented the framework agreement for the transfer of municipal energy savings currently being developed to enable small municipalities to participate in the CAES system.
In addition, Eneragen is developing a repository of public-sector experiences that will be made available to entities for consultation.
This initiative has been developed by ENERAGEN in collaboration with the City Council of Pamplona within the framework of the European projects MRITOS and PLAN4CET.
