Brussels hosted the joint final event of the European projects IN-PLAN and Plan4CET under the theme “Learn, Plan, Act”. The event brought together 71 in-person participants and 50 online attendees, demonstrating the growing interest of local and regional authorities, energy agencies and sector professionals in strengthening territorial energy and climate planning.
The event served as a platform to present the main results, lessons learned and success stories developed over two and a half years of cooperation among European regions and organisations. The shared objective of the projects has been to reinforce the capacity of public authorities to design and implement effective policies that accelerate the transition toward clean energy and a more resilient climate framework.
The programme featured a keynote speech from the European Commission’s Directorate-General for Energy, collaborative World Café sessions focused on local climate solutions, a panel discussion on the future of territorial energy policies, and dedicated networking opportunities that encouraged exchange among participants.
Throughout the event, partners shared tools, methodologies and integrated approaches that support the translation of strategic planning into concrete actions. Discussions emphasised the importance of European cooperation and peer learning to strengthen institutional capacity and accelerate local climate action.
The final event highlighted that the energy transition is not only a technological challenge, but also an organisational and societal one, requiring strong collaboration between public administrations, specialised agencies and territorial stakeholders.
About the project
Plan4CET is implemented by a European consortium led by the Government of Navarra. The consortium also includes other Navarrese partners (Pamplona/Iruña City Council, NASUVINSA and the consultancy ZABALA Innovation), partners from the Italian region of Emilia-Romagna (Comune di Parma, Provincia di Parma, EURAC Research, the Parma Energy Agency and the Emilia-Romagna Energy Agency), the Swedish region of Skåne (Skåne Energy Agency), and Belgium (FEDARENE – the European Federation of Energy and Environment Agencies).
Plan4CET is co-funded by the European Union’s LIFE programme and brings together regions and specialised organisations committed to strengthening territorial energy planning and accelerating decarbonisation. The total project budget amounts to €1.5 million, financed through the LIFE programme.
